A workaround has been deployed and calls are now routing successfully with audio. The issue appears to be isolated to a specific carrier in the UK.

We are currently investigating an issue affecting a small subset of inbound calls to UK numbers. In some cases, calls connect successfully but no audio is present, which may cause calls to disconnect shortly after being answered.
